Plans, guidelines and frameworks

The Chapel reVision Structure Plan applies to the Chapel Street Activity Centre.

This guides important decisions in the Chapel Street Activity Centre, like:

• development
• land use
• movement
• public/open space
• strategic opportunities, and
• economic/social planning and sustainability. 

The Chapel reVision Structure Plan was implemented by Amendment C172 to the Stonnington Planning Scheme.

Amendment C172 came into effect on 10 August 2017.

It introduced permanent planning controls for the Chapel Street Activity Centre in the form of the Activity Centre Zone, Schedule 1 (ACZ1).

Forrest Hill precinct in South Yarra is a significant area in Stonnington for:

• higher density housing
• mixed use, and
• intensive built form. 

Forrest Hill Precinct Structure Plan

In December 2005, Council adopted the Forrest Hill Precinct Structure Plan.

This includes:

• an east-west pedestrian link
• improved streetscape and public spaces, and
• framework to support high-density activity.

In April 2006, Council adopted a Development Contributions Plan (DCP).

This facilitated a planning scheme amendment to introduce a DCP in the precinct. 

Council developed a 'Streetscape Masterplan' for the public spaces design goals.

This creates a vision for the precinct, with goals to:

• reinforce its role as a mixed use, high density area
• improve pedestrian comfort and safety
• improve the streetscape quality and create an easy walking environment that promotes sustainable transport
• provide for day and night street use
• provide for growth with high quality open spaces
• implement a development contribution scheme
• attract Victorian Government funding opportunities
• guide the redevelopment of the public realm, and
• establish partnerships with developers and Council.

Specific features of the Masterplan

• Wider footpaths and new paving materials, colours and patterns.
• Landscape Yarra, Claremont and Daly Streets and Almeida Crescent.
• Reinforce pedestrian priority along east/west Yarra, Claremont and Daly Streets.
• Entry threshold treatments through the precinct.
• Create pedestrian-orientated spaces.
• Resurface Yarra, Claremont and Daly streets and Almeida Crescent.
• Introduce signals at the Yarra Street/Alexandra Avenue intersection.
• Take powerlines underground.
• Encourage public art and street furniture.
• Illustrate initiatives and opportunities for the precinct.

Council adopted the Glenferrie Road and High Street Structure Plan on 30 November 2015.

The structure plan describes changes to the Stonnington Planning Scheme.

It also sets guidelines for development and land use in the Glenferrie Road and High Street area for the next 25 years.

The Hawksburn Village Structure Plan:

• provides a framework for land use, built form, movement and open space for the activity centre, and
• creates goals, plans and guidelines for land use, built form and heritage, access and movement, public realm and open space, and sense of space.

Council adopted the Hawksburn Village Structure Plan on 22 August 2016, and it was updated in October 2020 to reflect modest changes resulting from Stonnington Planning Scheme Amendment C272ston:

The Stonnington Planning Scheme was amended in February 2021 to introduce new planning ‘rules’ for the activity centre, that align with the direction of the Structure Plan.

The new 'rules' will help protect and improve what is good and valued about the village.

They will also guide opportunities to meet existing and future population needs.

Amendment C272ston introduced these changes.

Council adopted the Toorak Village Structure Plan in February 2008.

It adopted the Design Guidelines in August 2010.

The Structure Plan and Design Guidelines were introduced into the Stonnington Planning Scheme through Amendment C077 in June 2013.

The Stonnington Planning Scheme incorporated 590 Orrong Road and 4 Osment Street, Armadale Urban Design Framework as a Development Plan Overlay (Schedule 2).

This was done through Amendment C153 in October 2014.

The Dandenong Road Urban Design Framework (Tooronga Road to Bates Street) was prepared in December 2012.

The Stonnington Planning Scheme incorporated it in August 2015 through Amendment C173.
