In 2023, we're upgrading the Toorak Village streetscape - specifically the pedestrian areas on both sides of Toorak Road between Wallace Avenue and Grange Road in Toorak.

The approved streetscape design was developed through an extensive three-stage community engagement program, delivering an outcome that genuinely reflects the needs and aspirations of the people who use the area most.

Stage 1: Community insights to inform draft streetscape design development (January 2022)
Stage 2: Community feedback on draft design - did we get it right, what should we change? (June 2022)
Stage 3: From feedback, refinements made and final design announced (October/November 2022)

Construction of the streetscape works will start in April 2023 and be finished by the end of the year.

We recognise work of this nature will cause disruption and thank you for your patience and understanding as we deliver this important streetscape upgrade project.

14 June 2023 - Night Works

From Sunday 18 June, working hours on the Toorak Village Streetscape construction will be extended to include night works.

Night works will be from Sunday to Thursday 8pm to 5am until further notice. There will be no works on Friday or Saturday nights. These works are in addition to current Monday to Friday day works, that will continue.

Although not part of the original construction plan, night works have become necessary after the Department of Transport (DoT), which manages Toorak Road, only approved day works during the hours 9.30am to 3.30pm.

DoT was unable to support the proposed 7am to 5.30pm Monday to Friday work schedule due to the impact reduced traffic flow during peak times would have on the greater road network and safety concerns.

Based on DoT approved hours, and taking into account set up and pack down time, a working day of 9.30am to 3.30pm would leave a window of only five productive working hours per day. Should the project continue to only do day work, the construction timeline will extend to April 2024 – five months later than planned. It will also add significant cost to the project.

In contrast, night works will keep the project on track to achieve the original completion date of late-November/ early-December.

Night works was not part of the original construction plan, however, is needed to ensure the project is delivered within a reasonable timeframe. The decision to proceed has been made in close collaboration with the Toorak Village Traders’ Association, which supports the change that will allow the works to be delivered as quickly as possible.

Every effort will be made to complete less noisy works at night, within the Environment Protection Authority regulations. Noise generating activities will be restricted to daytime hours.
