In May 2019, Council adopted the Percy Treyvaud Memorial Park(PDF, 13MB) master plan to deliver new community sports facilities and park improvements:
- four indoor sports courts for basketball and netball
- new facilities for Chadstone Bowls, Chadstone Lacrosse and Chadstone Tennis Clubs and East Malvern Tooronga Cricket Club
- better facilities for park users
- improved car parking.
On 29 October 2023 the facilities were officially opened and named the Stonnington Sports Centre.
Further works, including upgrading the Quentin Road playground and park improvements will be delivered progressively.

In 2025, the Percy Treyvaud Memorial Park playground on Quentin Road will be upgraded - making it bigger and better with a new layout and an exciting selection of equipment and fun play experiences.

Completed works
Perimeter fence replacement
Commencing May 2024, we will replace the perimeter fencing around Percy Treyvaud Memorial Park - along Quentin Road and Chadstone Road and around the wetlands.
These works form part of the Percy Treyvaud Memorial Park master plan implementation.
We recognise works of this nature will cause some inconvenience and every effort will be made to keep disruption to a minimum.

The Percy Treyvaud Memorial Park masterplan project is a $49.9 million investment in community sport and public park improvements. The overall budget includes a $4 million contribution from the Australian Government.
The masterplan delivers:
- four indoor courts for netball and basketball
- new facilities for Chadstone Recreation and Civic Club (and its sport sections of the Chadstone Bowls Club and Chadstone Tennis Club), and
- park improvements for seasonal sporting clubs and casual users.

Why we need these new sports facilities
Sport Australia participation data lists basketball and netball as the third and fourth most popular sports for children in Australia, illustrating the need for more facilities to host these sporting activities.
At present, the City of Stonnington currently only has two indoor courts for netball and none for basketball, compared to the 13 needed to support our population. This is a long overdue investment in sports with a higher female participation rate.
Netball in Stonnington
In their most recent data, there were 2,785 Netball Victoria registered netball players living in Stonnington.
Excluding the Prahran Netball Association's 1,129 registered members, there are 1,656 Stonnington resident netballers who are forced to play outside of their local area due to a lack of suitable facilities.
The following clubs are an example of those who play outside of Stonnington because of a lack of courts:

- Korowa Netball Club
- St Rochs Netball Club
- Lloyd Street Primary
- St. Cecelia’s
Basketball in Stonnington
Approximately 2,800 Stonnington residents are registered with nearby basketball associations due to there being no courts available in Stonnington.
Women's access to sporting facilities
Women and girls need modern, safe, welcoming and inclusive sports facilities.
Sports like football and cricket have long dominated our sporting facilities, while more popular sports for girls and women, such as netball and basketball, have had fewer facilities.
A new indoor facility for these sports means more of us can participate.

A tender process for this project is underway, with four prequalified contacted from the Victorian Construction Supplier Register committed to submitting a tender which was released on 4 September.
A preferred contractor will be brough back to Council for consideration in November, with works expected to commence onsite in early 2022. The complete program of works will be confirmed once a contractor is determined.

City of Stonnington Councillors have endorsed works to begin on the implementation of the Masterplan for Percy Treyvaud Memorial Park in Malvern East.
Works are expected to start in early 2022 and take approximately two years to complete. The majority of Percy Treyvaud Memorial Park will be accessible throughout the works with the worksite fenced off.
More information will be available as the construction timeline is confirmed.

Council receives independent site review of alternative potential sites for indoor courts. The outcome of this review is to continue discussions with Vicinity Centres, operators of Chadstone Shopping Centre, to investigate the concept of a multipurpose sport and recreation facility to support community need for additional indoor sporting courts. Discussions will also continue with Homesglen Institute to better understand their interest. A report will be brought back to Council by early July for future direction.

The Supreme Court of Victoria has made a determination on restrictive covenants onsite that enables work to continue on the development of new community sporting facilities and park upgrades at the Percy Treyvaud Memorial Park in Malvern East.
Depending upon the findings on the site review initiated in late 2020, Council will receive this review and determine whether the proposed project will commence at the Percy Treyvaud Memorial Park or an alternative site.

While the Percy Treyvaud Memorial Park multi-purpose sport facility is under construction, the clubs who call the park home are still operating and always welcome new members.
The lacrosse and cricket clubs are still based at the park, and the tennis and bowls clubs have temporarily relocated to nearby facilities.

Stonnington Sports Centre construction news
October 2023 - Stonnington Sports Centre opens!
On Sunday 29 October the doors of the Stonnington Sports Centre were thrown open - marking the return of community sport to Malvern East.
A smoking ceremony, welcome to country and official proceedings at 10am were followed by a day of activities for the community to come and try their hand at lawn bowls, tennis, netball, cricket, basketball and lacrosse.
This brings to a close the delivery of the Percy Treyvaud master plan and we thank all community members who have followed the project throughout the engagement and construction of the new centre.
October 2023 - Stonnington Sports Centre opening
The new Stonnington Sports Centre will open its doors and welcome community sport back to Malvern East on Sunday 29 October!
Come along from 10am for the official opening ceremony, followed by a day of activities including come and try sessions, meet a sports star, enjoy a sausage sizzle, take home a gift bag and more.
The official opening brings to a close the development of the new Stonnington Sports Centre, following extensive community engagement over a number of years, planning, design and construction of the sporting facilities for lawn bowls, tennis, lacrosse, cricket, netball, basketball, volleyball and badminton.

July 2023 - Expressions of interested invited for regular sports court use
Expressions of interest are invited from individuals or groups wishing to book regular use of sports courts for basketball, netball, badminton or volleyball.
The sports courts are located inside the new Margaret Connellan stadium, currently under construction as part of the Percy Treyvaud Memorial Park multi-purpose sports facilities.
Expressions of interest closed on Friday 25 August, 2023.

May 2023 - Have your say on Stonnington Sports Centre
Have your say on a proposal to name the new multi-purpose sports facility at Percy Treyvaud Memorial Park, Stonnington Sports Centre.
We are currently building a new sports facility at the northern end of Percy Treyvaud Memorial Park to accommodate lawn bowls, tennis, lacrosse, cricket, netball and basketball.
Under construction is a building to replace the old Chadstone Bowls and Chadstone Tennis clubrooms and provide facilities for Chadstone Lacrosse and the East Malvern Tooronga Cricket clubs. The build also includes a new high ball sports stadium for netball and basketball.
Recognising the importance of this significant community asset within the city of Stonnington, Council, at its 6 March meeting, endorsed Stonnington Sports Centre as the preferred name (refer Council Minutes 6 March 2023 – Item 8.6).
Stonnington Sports Centre has also been confirmed by Geographic Names Victoria as meeting naming requirements of the Victorian Government’s ‘Rules for Naming Places in Victoria 2022.’
The formal naming process now requires community consultation on the proposed name, so before progressing we would like to hear your views on the name Stonnington Sports Centre.
Have your say
By 30 June 2023, complete a short survey on the Connect Stonnington hub to tell us if you support the name Stonnington Sports Centre or, if not, is there another name you would suggest.
At the close of consultation, all feedback will be reported to Council where, subject to the survey results, Stonnington Sports Centre will be confirmed as the name, or further consultation may be required on an alternate option.

We’re now one year into the planned two-year build, construction is progressing well and more than 75,000 working hours have been completed on site since work began in early 2022.

December 2022 - Construction update #7
Works are progressing well with 12,000 labour hours completed in the past month. Most recently, we've realigned the temporary site hoarding around the playground to prepare for the start of the tennis court construction and landscape works.
Construction will cease and the site will close from Thursday 22 December, with work recommencing on Wednesday 11 January 2023.

The Percy Treyvaud Memorial Park - Multipurpose Sports and Recreation Facility is moving ahead, but the significant rainfall over the last month has meant our planned concrete and structural steel works has been delayed. Despite this, we still managed to complete 1100 labour hours, bringing the total hours on site to 5100 since January 2022.

The construction team are set to reach a number of milestones this month including the completion of bulk excavation and beginning concrete pours on the car park, columns and the stadium ground slab.

It’s been a busy month on site at Percy Treyvaud Memorial Park as the construction team makes progress. The sporting clubs have moved to new temporary spaces following demolition of the sports pavilion. And the public toilet has been decommissioned, with a temporary facility provided at the temporary car park, accessed via Chadstone Road.

Ground breaking signals start of sports precinct build
Malvern East will soon be home to the City of Stonnington’s biggest ever investment in sporting infrastructure, with work underway at Percy Treyvaud Memorial Park to create a precinct for local and community sport.
The two-year build will deliver four indoor mixed-use courts for netball and basketball, a new eight-rink synthetic bowling green, seven new tennis courts and new, contemporary sporting facilities and clubrooms for the current users - Chadstone Bowls Club, Chadstone Tennis Club, Chadstone Lacrosse Club, Chadstone Recreation and Civic Club and East-Malvern Tooronga Cricket Club.
Commemorating this important construction milestone, an onsite ‘breaking ground’ ceremony on 31 January was attended by Cr Jami Klisaris, City of Stonnington Mayor; Dr Katie Allen MP, Federal Member for Higgins; Kate Campbell on behalf of the Stonnington City Netball Association and Alan Jolly on behalf of Chadstone Bowls Club.
City of Stonnington Mayor, Cr Jami Klisaris, is excited to see this important project underway.
'This is a big moment for sport in Stonnington and is an investment of over $40m in our local clubs and people who want to play community sport,' said Cr Klisaris.
'Brand new indoor netball and basketball courts will address the gap in facilities for sports popular with girls and, teamed with contemporary new facilities for lawn bowls, tennis, lacrosse and cricket, will mean our local clubs can plan for an exciting future in Malvern East.
'We are very appreciative of the Australian Government for their $4 million contribution towards the project and the dedication of our local sporting clubs, who create opportunities for people to play, participate, volunteer and connect,' added Cr Klisaris.
Federal Member or Higgins, Dr Katie Allen MP said, 'As a mother of four and Higgins local for over four decades, I am thrilled to see this new sporting complex become a reality for Stonnington residents, thanks to a $4 million contribution from the Commonwealth Government.
'Our community has waited for this day to arrive, so we can celebrate what will be a fantastic community sporting hub that we can all enjoy,' said Dr Allen.
'This is a very exciting project,' said Alan Jolly from the Chadstone Bowls Club.
'I would like to thank Stonnington Council for listening to the community and including lawn bowls in what will be a truly world class facility serving the needs of multiple sporting groups.
'We are looking forward to moving into what will be a fantastic new home for many years to come,' added Mr Jolly.
Representing Stonnington City Netball Association, Kate Campbell said, “This facility is a lifeline for all court-based sports in Stonnington but particularly for netball, which has one of the highest female participation rates in team sport and has struggled for facilities.
'Most importantly, it’s a wonderful community asset that brings together many sporting and recreational groups and enables all of us to grow our programs and cater for all genders and abilities within the community.
'We are grateful to Council and the Federal Government for their support in delivering what will be a hugely beneficial asset for the community,' added Ms Campbell.
Project background
This over $40m project, which has received $4m in support from the Australian Government, will also create an extra 1,000m² of public open space, upgrades to facilities in the park, and over 200 car parking spaces. Extensive landscaping and plantings will complement the works, including more than 65 additional trees.
Works are expected to be completed in late 2023. Regular visitors to Percy Treyvaud Memorial Park will be pleased to learn that the main oval and most of the park will remain open during the works, with only the construction area for sporting facilities fenced off.
Residents who live near Percy Treyvaud Memorial Park will be kept updated throughout the works.
11 January 2022 - Construction starting from late-January 2022
Further to recent advice that ADCO Constructions were awarded the contract to build the Percy Treyvaud Memorial Park sports facilities, we can now confirm ADCO will be moving onto site in late-January 2022 with construction to start shortly thereafter.
If you are a regular park visitor you will be pleased to learn that, for the duration of the works, the main oval and most of the park will remain open, with only the construction area fenced off.
When completed, this project will increase the area of public open space by more than 1,000m² and, towards the end of the building works, we will upgrade the oval and path network making the park even more attractive and accessible.
At this stage, we anticipate construction of the new sports facilities will take around two years to complete.
